Board Reports: R. Flohr-Unhappy with condition of roads that were supposed to be fixed by Town and Country Paving, LLC, specifically the dip on State Street. One visitor noted that the spot that was repaired in front of the fire hall is not smooth either. Jeff proposed speaking with whomever does the chip sealant to see if they can do anything about these spots. H. Buchert-the Beautify 365 Community project will commence March 1st, weather permitting. They want to make sure our town looks nice for graduation. Maintenance-Water tests passed for January. We received our Municipal water usage report back. This last year we pumped 23,482,000 gallons. Our maximum limit is 70,382,000 gallons. The Sanitary Survey was conducted as well. It was reported that the village has no deficiencies. Clerk-We received a letter from the IRS regarding late fees and penalties from Form 941 for 4th quarter of 2024. They are going to waive these fees and penalties on account of our good payment and filing history. Now we can move forward on getting the money back that they have been holding.
Doug Cape represented the Dalton Volunteer Fire Department and spoke on repairs needed to heating. Black Hills recently put in a new meter. When heaters were restarted, it was found that 3 of the 4 infrared heaters in the bus barn do not work. A verbal quote of $2,500.00 was received from Mo’s Heating and AC out of Oshkosh to install one forced air heater as it would cost more to repair the infrared heaters rather than replace them with a more efficient heater. Motion Buchert, second Schmitt, to approve the installation of a new heater in the Fire Hall bus Barn provided that a written quote is received from Mo’s Heating and AC. Ayes: J. Schmitt, H. Buchert, R. Flohr, A. Abbott. Nays: 0. Absent: W. McConnell. Motion passed.
Discussion was held on where to start chip sealant. It was suggested to do Main Street from the highway to the high school. Requests were made to obtain more quotes as this will be a high-expense project. Our street superintendent will be contacted to obtain guidance on moving forward with the project. This agenda item was continued to the next meeting.
Discussion was held regarding Village of Dalton Utility rates. Information was provided to the board outlining how our rates compare to other municipalities in Nebraska as well as financial standings for water, sewer, and trash for the most recent fiscal year. The board requested more detailed financial information for each of these accounts to review and continue discussion at the next meeting.
Flatwater Veterinary Services was contacted about hosting a shot clinic this spring. It was advised they had not begun to plan this event yet and will reach out when spring gets closer. It was also noted that a shot clinic may not take place as attendance had greatly diminished in recent years. Don’s Services will try to be contacted again about a date that will work for a Spring-Clean Up. The topic was tabled to the next meeting.
Wheat Belt is working on a plan and quote to supply power to the light poles that do not have Christmas lights. There are options available so that the lights are not on constantly while displayed. However, if these options are installed on these poles, they should probably be installed on the poles that already display Christmas lights. April 1st is the next deadline for a tourism grant. The topic was tabled to the next meeting.
No public opinions were expressed.
The next regular meeting is scheduled for March 9th, 2026. Motion Abbott, second Buchert, to adjourn at 8:03 p.m. Motion passed by consensus.
